From 10 September 2009 new drivers have had to obtain the CPC in addition to their licence.  Existing drivers gain acquired rights BUT will have to complete 35 hours of training every 5 years to keep their CPC valid.  That includes holders of C1, C1+E, C and C+E licences.

Driver CPC Training

From September 2009 all LGV licence holders who drive professionally will need to complete periodic training.

 

This is known as Driver CPC Periodic Training and consists of 35 hours of training over 5 years which can be delivered flexibly - either all together in one 5 day course or spread over the 5 year period as long as it is completed by September 2014.

 

It has become a requirement as a result of an EU Directive and its intention is to improve the knowledge and skills of professional drivers throughout their working life. It is now a mandatory requirement for new drivers, drivers who already hold a licence have been allowed 'grandfather rights' for the first 5 years.

 

There are going to be more than 500,000 drivers for who this training will be a requirement by September 2014, so why not spread the cost and start your periodic training as soon as possible.

 

Experienced drivers may ask the question - ' I have been driving professionally for 20 years, how will I benefit?' at Yorkshire Driver we appreciate how valuable time is and will do our best to make the sessions an interesting and useful experience. Periodic Training can only be delivered by centres who have been approved by the Joint Approvals Unit for Periodic Training, Yorkshire Driver is now a Centre, which means that we are able to deliver the training and upload the training hours a driver has completed to the DSA system which is part of the new CPC requirement.

Driver CPC

 

Yorkshire Driver CPC has been approved by the Joint Approvals Unit for Periodic Training (JAUPT) to deliver training for the Driver Certificate of Professional Competence.

 

EU Directive 2003/59/EC indicates that from 10th September 2008 all professional PCV drivers who hold a full valid category D, D1, D+E, D1+E licence will need to complete 35 hours of periodic training by the 10th September 2013.

 

From 10th September 2009 all professional LGV drivers (lorries and large vans) will need to complete the 35 hours of periodic training by the 9th September 2014. After this a further 35 hours of training in every subsequent five year period is required in order to retain their Driver CPC.

 

Driver CPC aims :

To improve road safety;

To recognise and accredit the knowledge and skills required for professional bus, coach and lorry drivers;

To ensure that drivers continually update their skills and knowledge;

To raise the status of bus, coach and lorry drivers to promote driving as a career.

 

Periodic Training

 

Periodic training is designed to confirm and expand on the existing knowledge and skills of each driver to ensure that they continue to be safe, courteous and fuel efficient drivers.

 

There is no pass or fail element but drivers will be evaluated after each course to ensure that they have benefited from the training that they have received.

 

Training organisations and training courses must be approved to be counted towards Driver CPC. Certificates will be issued at the end of each training course to the driver. Central records of approved training centres and training courses will be kept.

Upon completion of the 35 hours of Periodic Training, drivers will be issued with a Driver Qualification Card (DQC) which should be carried at all times when driving vehicles commercially.

 

Driver CPC

 

The Driver CPC is considered to be the single biggest change to the road transport industry in more than 40 years, since heavy goods driver licensing back in 1968.

 

From 10 September 2009 drivers with existing entitlement to drive C1, C, C1+E and C+E goods vehicles will be required to attend a minimum of 35 hours of periodic training during every five year period.

 

Training courses are required to be delivered by accredited providers in sessions of a minimum 7 hours.

Driver CPC (LGV & PCV)

Introduction

 

A new qualification for professional bus, coach and lorry drivers - the Driver Certificate of Professional Competence (Driver CPC) - has been given the Government green light. In March (2007), the Government transposed EU Directive 2003/59, introducing the Driver Certificate of Professional Competence (CPC) for lorry, bus and coach drivers, into UK legislation.

 

The driver CPC has already started for drivers of passenger transport, with the HGV sector drivers able to start their training in September 2009. For a general overview of the driver CPC qualification which will answer many general questions, the content below will prove a good starting point.

What is a Driver CPC?

 

The driver CPC is a qualification which is obtained following the successful completion of driver training and an examination which is designed for all UK professional drivers. It is being developed as a requirement of the EU Directive 2003/59, which is designed to improve the knowledge and skills of LGV and PCV drivers throughout their working lives.

The Training Directive stipulates that all persons wishing to drive Goods Vehicles in excess of 3.5 tonnes (C1 licence) in a professional capacity will have to undergo training for, and obtain, a vocational Certificate of Professional Competence (CPC), further to the LGV/PCV licence.

Vocational training leading to the CPC will be kept, but the number of exemptions will be reduced and incentives will be introduced to reward drivers who undergo the training to have earlier access to larger vehicles. However, a requirement for full basic training leading to the CPC may create short term problems in the labour market.

 

According to the Directive, basic vocational training is divided into three areas:

Advanced training in rational driving based upon safety rules

Compliance with regulations

Health, safety, service and logistics

 

Whilst this new legislation may be seen as having some drawbacks, it is, in the main, one of the best policies to come from the EU in relation to driver competence. It will unify for the first time further training for existing drivers and new guidelines on training for new drivers entering the profession as a career.

 

 

What Training is Involved?

 

Training will affect all professional LGV and PCV drivers. For new drivers it introduces a new initial qualification, the Driver Certificate of Professional Competence (CPC), which increases the amount of knowledge that drivers need before they can drive. The theory test questions were increased from the proposed 60 in April 2007, to 100 by July 2008. There will also be 19 hazard perception clips in the theory test and along with the appropriate practical test, will have to be taken by both PCV and LGV drivers.

From the 10th September 2009 LGV drivers will also have to do 3 case studies and a half hour extra practical test module that constitute the initial Driver CPC.

 

All new and existing professional drivers will have to undertake 35 hours of training every five years to ensure that their driver CPC is current, this is known as Periodic Training. It is designed to confirm and expand on the existing knowledge and skills of each driver to ensure that they continue to be confident, safe and fuel efficient drivers.

Only courses that have been approved and are being delivered by a training centre that has been approved by the Joint Approvals Unit for Periodic Training (JAUPT) on behalf of the Competent Authority will count towards the Periodic Training requirement.

Training will be delivered in three modules, which will enable drivers to keep up to date with the ever changing regulations and to benefit from state of the art training throughout their whole career. The Directive will become effective for PCV in September 2008 and LGV in September 2009.

 

Training courses must be at least seven hours in duration. Where courses are seven hours in duration, they can be divided into two equal parts, but the full course must be delivered within 24 hours. Please note, the total course length must be a full or half hour e.g. 7 hours or 7.5 hours not 7.25 hours. Where courses are over seven hours, but can be delivered in blocks of seven hours (i.e. course of 14, 21, 28, or 35 hours), the full course must be delivered within the year of approval.

NB: drivers must complete the full course for any of the hours to count towards Periodic Training e.g. if a driver completes only 28 hours of a 35 hour course, except in exceptional circumstances, none of the hours will count as the full course has not been completed. The review of these exceptional circumstances will be at JAUPT's discretion.

 

Who is affected by the requirements for periodic training?

 

In essence every driver of a PCV or LGV. However, there will be exemptions in the shape of those drivers not driving for hire or reward, and those running the community bus permit scheme i.e. the majority of Community Transport.

all professional LGV drivers who hold a full, valid category C, C1, C+E or C1+E licence will from 10th September 2009 need to complete the 35 hours of periodic training by 10 September 2014for all new Drivers who gain their initial Driver CPC after 10th September 2008 (PCV) or 10 September 2009 (LGV)will immediately begin their period of periodic training and will need to complete 35 hours of training within five years of attaining their initial Driver CPC.For holders of both a PCV and an LGV licence

they will have to complete only one course of 35 hours of Periodic Training every five years. They will not have to undertake 35 hours of training for each licence category.for drivers with LGV/PCV licences in other EU statestheir periodic training must be completed in the country of employment or residence.

 

Exemptions

 

Drivers are not required to hold a Driver CPC if the vehicle they drive is:

Not authorised to exceed 45 kph

Being used by or under the instructions of the armed forces, the police or a fire and rescue authority

Undergoing road tests for technical development repair or for maintenance purposes

Being used in a state of emergency or as part of a rescue mission

Being used for driving lessons for either driving licence or Driver CPC purposes

Not being used to carry passengers or goods for commercial purposes

Carrying materials or equipment for the driver’s work, where driving is not the drivers principal activity

 

This list is not necessarily exhaustive and is intended only as a guide. It is recommended that in all cases where it is felt an exemption applies, drivers and operators seek independent legal advice.

 

What will it Achieve?

 

Commercial vehicle training objectives will be to load the vehicle with due regard for safety rules and proper vehicle use, including:

forces affecting vehicles in motion, use of gearbox ratios according to vehicle load and road profile, calculation of payload of vehicle or assembly, calculation of total volume, load distribution, consequences of overloading the axle, vehicle stability and centre of gravity, types of pack aging and pallets; main categories of goods needing securing, clamping and securing techniques, use of securing straps, checking of securing devices, use of handling equipment, placing and removal of tarpaulins.

Drive more safely and responsibly than a driver who hasn't received the training.

Work more efficiently than a driver who hasn't received the correct and proper training.

Should understand why, and provide better customer service.

Contribute positively to his/her companies transport image.

 

There can be no arguments that the main benefits to come from this will be enhanced road safety and better qualified drivers to help reduce road casualties. Driver CPC should also bring an improved professional and positive image to the profession, attracting more people to to an industry that has sufferred in being unable to attract the number of drivers needed to maintain the service levels expected of it in todays demanding supply chain.

It is aimed not only at improving the knowledge and skills of LGV and PCV drivers when they start work, but also at ensuring those skills are maintained and developed throughout their working life.

 

Driver CPC (Certificate of Professional Competence)

 

 

EU Directive 2003/59 is effective as of 10th September 2008 (coach drivers) and 10th September 2009 (lorry drivers).

 

Better known as the Driver CPC, this new legislation will have a profound effect on the transport industry as a whole.

 

Yorkshire Driver CPC is an approved centre to deliver periodic training. We will be delivering Driver CPC training, both initial and periodic training, from our training centre in West Yorkshire. It will also be possible for us to deliver this training “in company”.

The general consensus appears to be that most drivers and organisations are aware of the Driver CPC, but are still unsure of how it will affect them and what exactly it entails. What is the purpose of Driver CPC?

In essence, to improve the knowledge and skills of lorry and bus drivers, this will be done by educating drivers on road safety, Fuel and eco driving, the environment, new technologies and legislation.

 

What licence categories will be affected by Driver CPC?

C1, C1+E, C, C+E, D1, D1+E, D & D+E

 

What does the Driver CPC involve?

As well as a driving licence, lorry and bus & coach drivers who drive professionally will have to hold a Certificate of Professional Competence (Driver CPC) which is renewable every 5 years. There will be an initial qualification for new drivers, and periodic training for new and existing drivers.

 

Who will Driver CPC affect?

All professional drivers of Lorries over 3.5 tonnes, buses, coaches and minibuses unless they qualify for an exemption.

 

Can I work as a driver without a Driver CPC?

No, unless in exempted circumstances

 

I already have an Operators CPC, do I need a Driver CPC as well?

The Certificate of Professional Competence (CPC) is a generic term and should not be interpreted as the same qualification. If you drive professionally, you will also require the Driver CPC qualification.

 

What type of training can count towards Periodic Training?

There is not a prescribed type of training; it may be classroom based or ‘in-vehicle’. It can be whatever suits the needs of the driver at that time – but it has to be approved training, by an approved centre and be overseen by a trainer.

 

If a driver uses both PCV and LGV licences professionally, do they need to do two lots of 35 hrs periodic training every 5 years?

No. The Directive states that the holder of a vocational licence for PCV / LGV need only complete 35 hours course attendance in a 5 year period.

 

Are there any tests to take for Periodic Training?

No there are no tests as Periodic Training is not a pass or fail course. It is recorded as hours of attendance.

 

Can the 35 hours training be carried out flexibly – over several weeks/months/years?

The driver has flexibility as to how he/she takes the 35 hours training over this time. So for example a driver may complete a two day course in the first year and a three day course in the fifth year. We would strongly recommend you consider spreading the training over the whole 5 years, undertaking 7 hours (one day) per year, thus accumulating 35 hours over a 5 years period. This would spread the cost of training over the 5 years. Please note. You must undergo a minimum of 7 hours training at any one time.

 

How does periodic training apply to existing PCV / LGV licence holders who are exempted from the initial qualification?

PCV / LGV drivers holding full licences on 10th September 2008/09 will have to complete their first course of periodic training within 5 years – i.e. by 2013/14.

 

How will Periodic Training course attendance be recorded?

There will be a central database that will be updated by the approved training centre.

 

How will Driver CPC status be evidenced?

Drivers will have a separate Driver Qualification Card (DQC) which will have to be carried at all times when driving professionally.

 

Will it be an offence for someone to drive without a Driver CPC or DQC when they should have one?

Yes there will be penalties if someone drives without the Driver CPC is not carrying their DQC. There will also be penalties for Operators who cause or permit a driver to drive without a Driver CPC or DQC.

 

When do PCV / LGV drivers get issued with their Driver qualification card?

When they have completed Module 4 of the Initial Driver CPC or their 35 hours of periodic training.
